The Leicestershire & Rutland Rural Housing Enabler exists to promote the development of affordable homes in rural villages for local people who cannot afford to rent or buy at existing market levels.
Rising house prices and limited availability make it increasingly difficult for local people to find a suitable home without moving away from their village. In many villages there are no homes that are available for rent or sale at an affordable level.
The Rural Housing Enabler is able to identify villages where there is a lack of suitable homes and undertake research to find the true extent of the problem. The independent role continues as the Rural Housing Enabler works with Parish Councils, Local Authorities, the local community, landowners, Housing Associations and the Housing Corporation to find solutions to the shortage of affordable rural housing. This includes facilitating negotiations on issues such as suitable land, plans for meeting the need, and funding for schemes.
IDENTIFYING LOCAL HOUSING NEEDS
The first step in identifying the local needs of a village is to undertake a comprehensive Housing Needs Survey, which provides a profile of the current housing situation in a village together with a detailed analysis of the housing needs of local people.
The type of properties required are identified, together with the relevant tenures that best suit those who are in need.
CONSULTATION
When looking at housing issues it is vital that the local community is fully involved.
Every village has a different character and its own individual needs. The involvement of the Parish Council and other members of the community ensure that the needs of the village, as well as those of villagers can be accurately identified and met.
By providing information and advice at Parish Council and public meetings it is possible to give the community the ability to make the right choices and decisions.
